House Bill 2 bans anyone from driving and using a messaging system except for the following
• Emergency workers operating an authorized emergency vehicle "in the due course of business."
• A driver obtaining emergency services.
• A driver whose motor vehicle was parked on the shoulder of a road or highway, or whose vehicle was stopped "due to normal traffic being obstructed" by a traffic jam or a stop light, for instance, if the vehicle's transmission was in neutral or park.
• A driver getting directions from a navigation or global- positioning system
