  • Established by an act of the the Alabama Legislature, the mission of the State Safety Coordinating Committee (SSCC) is increased safety, with particular focus on the problem of traffic accidents. This includes crash prevention, crash severity reduction and remedial actions (e.g., emergency medical services). More formally, The mission of the SSCC is to formulate, coordinate, and apply whatever SSCC resources are available to reduce crash frequency and severity (including remedial first responder services) so that there is a maximum reduction in fatalities, severe injuries, fatal and injury crashes, and property damage crashes. The SSCC recognizes that this mission involves not only its own resources but the influence that it can exert in coordinating and assuring the more effective use of resources of other traffic safety advocates and professionals within the total traffic safety community, both within Alabama and those provided by our federal partners. The SSCC is the primary liaison between the traffic safety community and the Alabama legislature, and its role in this regard is to assure that all available expertise, both within Alabama and Nationally, is brought to bear to assure that the laws passed within Alabama are as effective as possible in accomplishing the SSCC mission.

  • Alabama's Traffic Safety Information System Coordinating Committee (TSISCC) includes all of the hardware, software and data needed to generate information that impacts either the frequency or the severity of traffic crashes. This involves in coordinating the large number of agencies involved at both the state and local levels who are involved in a wide range of activities throughout the traffic safety community, including collection, editing, forwarding, data entry, processing and distribution of information. More recently the impact of case management systems, in addition to the crash case, have come into the purview of the state's TSISCC. Examples of these include the citation, which begins with the issuance of an e-citation and proceeds through the court system to ultimately impact the driver history record. TSISCC coordination activities are required in the areas of crash records, emergency response and other medical records, traffic citations, roadway characteristics (construction, maintenance, traffic volumes, etc.), driver history, vehicle history and other demographic data. The coordination of this planning process is a microcosm of the overall ongoing coordination that is required to move the state ahead effectively in applying information technology to its transportation systems. The TSISCC has coordinated a series of meetings, individual efforts and contacts, to obtain information that was synthesized into a plan that recently obtained NHTSA funding. This effort, and the TSISCC is expected to be repeated on an annual basis, and meetings of the TSISCC will be called as needed to update the plan and review its implementation.

  • The Safety Management Allocation and Resources Taskforce (SMART) was formed early in 2000 under a cooperative agreement signed by the Directors of the Alabama Departments of Public Safety (DPS), Transportation (ALDOT), and Economic and Community Affairs (ADECA). Its charter is to provide a forum whereby the major departments charged with traffic safety responsibility would coordinate their efforts to assure greater cooperation and effectiveness. The University Transportation Center of Alabama agreed to provide administrative assistance to SMART in organizing its quarterly meetings. The widest possible range of participants throughout the Alabama traffic safety community has been solicited. SMART has taken a very active part in assisting with the development of the Strategic Highway Safety Plan (SHSP). If you wish to get on the SMART mailing list, email dturner@coe.eng.ua.edu.
  • The Strategic Highway Safety Plan Coordinating Committee (SHSPCC) was established to develop the SHSP. It is being maintained to provide for all implementation plans for the SHSP, and it is anticipated that it will continue to exist as long as the Strategic Highway Safety Plan (SHSP) will be maintained. The development and initial implementation of the SHSP used the expertise of nearly 100 state, federal and local traffic and safety professionals from 31 agencies and organizations to identify problems and prepare elements of the plan. Fatal crash data was used to identify five primary emphasis areas. Teams analyzed each topic, developed recommendations for specific countermeasures, and developed a framework for implementation. The assembled SHSP includes components for each of the emphasis areas: (1) Emergency Medical Services, (2) Older Drivers, (3) Safety Legislation, (4) Risky Driving, and (5) Run-Off-Road crashes. These five individual plan components are being implemented through multi-agency, multidisciplinary actions teams over several years. For that purpose, each plan component includes background information and statistics on fatal crashes pertinent to that component, a series of recommended action items, and recommendations for organizing the action team. In all cases, the components call for prioritization of funding so that resources will do the maximum amount of good for the citizens of Alabama.
