New and emerging sources of data generated from travelers using mobile devices, vehicles, infrastructure, and other sources provide agencies with opportunities to change how they manage traffic and their transportation systems. These sources of data offer agencies an incentive to enhance or develop the capabilities of their transportation management systems to collect, compile, save, use, and share these data. This report provides information and strategies that may assist agencies as they evaluate, plan, or explore efforts associated with electronic message sharing to improve the safety, mobility, and experience of travelers using mobile devices. This report may be of interest to representatives from State departments of transportation, local agencies, metropolitan planning organizations, regional authorities, toll authorities, and other groups that may benefit from sharing and using data from connected mobile devices to improve traveler safety and traffic management.
