The Systemic Safety User Guide is an update to the Federal Highway Administration’s Systemic Safety Project Selection Tool. The Guide presents a process for incorporating systemic planning into the safety management process. The chapters describe how agencies can identify focus crash types, facility types, and risk factors; screen and prioritize candidate locations using risk; identify and select countermeasures for systemic deployment; prioritize and deliver systemic projects; and evaluate systemic projects. The Guide includes several examples and case studies to show real world applications of the systemic approach in practice. The guide is intended for use by transportation safety practitioners at the Federal, State, Tribal, regional, and local level to plan, implement, and evaluate proactive safety programs.
